CRAOL Activities are not stand alone but address both a specific training and development need and contribute to an inter-connected overall strategic plan.
CRAOL has a policy of ‘internal talent development’ whereby the bulk of network expenditure is accounted for by specified activities tendered via an expression of interest within the community radio network.
The expansion of the Committee in 2008 to 9 Members has also developed the capacity of the network to deliver on its stated plan with clear responsibility for the implementation of individual activity to chaired work groups or individual members. Accordingly activities such as Irish Language Co-ordination, Feile etc, tendered out to the overall membership are overseen by an identified member of the co-ordinating Committee.
External tendering is done through the CRAOL Website and through mailing lists where appropriate using the Wheels supplier database. Internal tendering calls are made directly to members. Internal tenders are open to any fully paid up full members.
In 2008 CRAOL tendered for Feile, Train the Trainers, Irish Language Training, FETAC Training Materials, Website and FETAC e-admin from the BCI Training & Development Fund Allocation. It also tendered for the Sound and Vision Impact Evaluation from the Development Fund Allocation.
In 2009, CRAOL internally tendered for the Media Literacy Framework, Irish Language Cluster Training, Cross Border Co-operation Framework, Feile, Campus Connections, Advanced Skills Weekend, European Networking, and Achievement Awards co-ordination from the BCI funding. It also tendered externally for the delivery/facilitation of the Strategic Plan and Sustainability Study.
In early 2009, CRAOL adopted a standard contract for the delivery of such tendered contracts including payment rules, task specification, and task delivery deadlines. There were also clearly delineated categories of tender (either internal or external). CRAOL also created a holistic breakdown of expenditure by activity, expenditure type within category, and across funders. This will better align reporting systems with tendering and task delivery in 2009. This was agreed at the first Co-ordinating Committee meeting of the year.
