CRAOL is a cooperative the shareholders of which are the fully licenced (by the BAI) community radio stations in the Republic of Ireland. Community radio stations which are not yet fully licenced can join CRAOL as associate members. The shareholders elect a Co-ordinating Committee each year at the AGM. The Co-ordinating Committee body meets between 6-8 times per year to identify, prioritise, and manage the activities of CRAOL and its finances. Shifts in strategy are referred to the Forum

Decisions are taken through a combination of email, audioconference and physical meetings. Workgroups ensure effective implementation and evaluation of actions. Workgroups are time bounded based on need and can involve people from outside the co-ordinating committee.  

The members of the co-ordinating committee receive no payment for their time except the refund of receipted travel expenses incurred in attending meetings.
